Martyn's Law Receives Royal Assent: A Step Forward for Public Venue Safety

April 7, 2025

On 3rd April 2025, the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn's Law, received Royal Assent. This marks a significant step forward in the ongoing effort to improve the safety and security of public venues and events across the UK.

On April 3rd, 2025, the Terrorism (Protection of Premises) Act 2025, widely known as Martyn's Law, received Royal Assent. This marks a significant milestone in the effort to enhance the safety and security of public venues and events across the UK. A special thank you goes to Figen Murray, whose tireless advocacy played a huge role in championing this important legislation. The public and security sectors owe her a great deal for her unwavering commitment to making our public spaces safer. As a security agency in the UK, we are deeply passionate about this topic, and it’s something the entire team fully supports.

What is Martyn’s Law?

Named in memory of Martyn Hett, a victim who tragically lost his life during the 2017 Manchester Arena bombing, Martyn’s Law aims to ensure that public venues take proactive steps to safeguard the public from terrorism. The law introduces a legal requirement for those responsible for certain public premises and events to adopt measures that protect against potential terrorist threats.

This legislation is not just a response to tragedy but a crucial development in public safety, with the intention of preventing future attacks and enhancing preparedness for terrorist incidents.

Key Provisions of Martyn’s Law

Martyn's Law introduces several important provisions designed to protect public spaces with proper event security measures:

🟠 Applicability: The law applies to qualifying public premises and events, specifically targeting venues with significant attendance numbers. This includes places like concert halls, theatres, stadiums, shopping centres, and large public events.

🟠 Security Oversight: The Security Industry Authority (SIA) will regulate compliance with the law. The SIA’s role will ensure that venues are meeting the security requirements set out in the legislation and are adequately prepared for any potential threat.

🟠 Implementation Timeline: The law will come into full effect after a 24-month preparatory period. During this time, stakeholders, such as venue owners and event organisers, will receive detailed guidance to help them understand their obligations and make the necessary changes to their security protocols.

Who Will Be Affected by These New Security Measures?

Martyn’s Law targets venues used for entertainment and public activities. The requirements of the law are tailored to the size and nature of each venue or event, meaning that larger events will face stricter security measures, while smaller venues will have proportionate obligations to enhance their safety.

Venues hosting large crowds, such as concerts, sports events, and festivals, will be at the forefront of ensuring public safety under this legislation. Event organisers and venue managers will need to assess their security measures and potentially work with professional security providers to ensure compliance. At CR2 Security, we provide professional event security services across the UK, offering a team of SIA security guards to ensure your event is safe for all attendees.
